Field exercise Endangered Species, held at Hutchinson (KS), 10/6/04, was an advanced level of testing for law enforcement’s capacity to prevent the intentional introduction of a foreign animal disease (FAD) at a public event, such as a state fair. Prevention of any FAD is based on law enforcement’s ability to analyze a series of reported suspicious events, link these separate events, and correctly disseminate threat intelligence to the Joint Terrorism Task Force (JTTF) for appropriate action. This series of events requires close coordination by local, state, and federal law enforcement agencies. One hundred seven (107) individuals, representing forty-seven (47) different agencies from three (3) states participated in this field exercise.
