After Action Report
The High Plains Guardian exercise simulation had two primary purposes: (1) Evaluate the role of the Kansas National Guard and Department of Defense personnel in assisting civil authorities with a foot-and-mouth disease (FMD) outbreak and (2) assist emergency managers with refining the state’s foreign animal disease (FAD) emergency plan. Both issues were identified by participants in a previous FAD exercise conducted by KSU NABC titled High Stakes (June 2003).
